Job Description

All IT Solutions is seeking a Senior COBOL / Mainframe Data Analyst for a long-term, Corp-to-Corp contract opportunity in Brooklyn, New York. Two positions are available with the same technical requirements.

This is a hybrid position requiring three days per week onsite in Brooklyn and two days per week remotely. The hybrid schedule is subject to change based on the client’s policies.

Schedule and Assignment Details

Start date: January 1, 2027
Duration: To be determined, with possible renewal
Schedule: Monday through Friday, 40 hours per week
Working hours: 8:00 a.m. to 4:45 p.m. Eastern Time
Engagement type: Corp-to-Corp contract
Location: Brooklyn, New York
Work arrangement: Three days onsite and two days remote

Position Overview

The Senior Data Analyst will support an enterprise legacy-system replacement initiative. The consultant will perform detailed field-level analysis, metadata analysis, data profiling, source-to-target mapping, and data conversion and validation activities.

The position requires substantial experience working with legacy mainframe data, COBOL applications, VSAM files, IBM DataStage ETL, and relational or dimensional SQL databases.

Required Qualifications

At least five years of source-to-target data-mapping experience in mixed mainframe and relational database environments
At least three years of recent IBM DataStage ETL development experience
At least three years of recent pension administration system experience
Experience converting or migrating VSAM data into relational or dimensional SQL databases
Experience extracting field references, calculations, and business rules from COBOL programs
Experience creating data dictionaries containing business terms, definitions, and valid values
Strong SQL skills, including complex queries, stored procedures, and data-validation scripts
Proficiency with COBOL, CICS, DB2, VSAM, and OS/JCL
Experience with SQL Server and SQL Server Reporting Services
Experience with BMC Control-M workload automation
Experience using Git version control
Ability to work across IBM mainframe, Windows Server, and SQL Server environments
Strong analytical, troubleshooting, communication, and problem-solving skills

Key Responsibilities

Identify, inventory, and classify critical data
Perform data profiling, cleansing, conversion, migration, and validation
Extract business rules from legacy code and prepare source-to-target mappings
Translate business and data-quality rules into ETL and SQL technical specifications
Develop complex SQL validations based on source-to-target mappings and target data models
Create and maintain data dictionaries and related documentation
Optimize and tune existing ETL and SQL processes
Work with subject-matter experts to define data-quality rules
Identify and address data-quality gaps
Support manual and automated data-remediation activities
Detect, correct, and prevent invalid data values
Assist with defect investigation and resolution

Preferred Qualifications

Experience with data-quality or data-profiling tools
Experience with data warehouses and data marts
Prior experience with a New York State or New York City pension system
Strong background in extracting business rules from legacy applications
Candidates must successfully complete the required background check and employment verification.
