Job DescriptionBoarhog is accepting applications for a Senior Systems Engineer (Level III eCRAFT ESY3) in support of the Naval Information Warfare Systems Center (NIWC) Pacific's requirement for networking, communication, computer systems, and associated certification and information assurance for the development, current operations and planned upgrades for the Consolidated Afloat Network and Enterprise Services (CANES) Program.
RESPONSIBILITIES:The Senior Systems Engineer will be an exceptional team player responsible for applying interdisciplinary engineering skills in the technical planning, systems integration, verification and validation, cost and risk and supportability and effectiveness analyses on high-visibility or mission critical aspects of the Navy's Afloat Tactical Networks, performing all functional duties independently.

  • Analyze the capabilities and constraints identified from users, sponsors, and stakeholders of CANES networks and communications systems, and generate performance and functional requirements to realize those capabilities. The solution may be for a new project or upgrade to existing CANES systems.
  • Assess and analyze system concepts, functional capabilities, and performance specifications and validate against user needs. Assessments include system specifications, safety considerations, maintenance concepts, cost and manpower estimates, testing and support strategies, and feasibility studies of the impacts of integrating new capabilities or technology into existing or currently fielded systems.
  • Develop CANES architectures that are aligned strategically with DoW enterprise architectures and are consistent with DoW rules and policies to provide frameworks for data transport, core services, application functionality, and avoid technology obsolescence, and extend to the tactical level that may traverse the GIG which shows interfaces and connectivity between shore terrestrial locations and forward deployed nodes.
  • Develop, build and integrate CANES networking and processing capabilities in virtualized environments using emerging technologies.
  • Perform documentation and distribution of engineering and computer related information, including creation of block diagrams, technical sequences, flow charts, work breakdown structures.
  • Develop, modify, and/or update specifications; and manual wiring diagrams; top-level assembly drawings and detailed design drawings; parts lists, assembly breakdown lists; interface control documentation to describe the physical, functional, and performance interfaces; and hardware, software, and system-level performance requirements.
  • Develop and/or provide inputs to System Engineering Plans (SEPs), Engineering Implementation Plans (EIPs), Contractor Integrated Technical Information System Implementation Plans (CITIS_IPs), Site Telecommunications Engineering Development Plans (STEDPs) required for Navy communications sites, and other engineering documentation required to satisfy coordination and tasking for networks and communications system implementation.
  • Provide Assessment and Authorization (A&A) support, Information Assurance Vulnerability Management (IAVM), Cyber Security support for CANES programs.
  • May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job


EDUCATION:Bachelor's level degree in an Engineering discipline
EXPERIENCE:

  • Seven (7) years of professional experience in Systems Engineering
  • Experience with CANES and Afloat Tactical Networks outlined in the Responsibilities above.


ADDITIONAL SELECTION CRITERIA:

  • Possess an active DoW Secret Clearance, or be able to quickly reactivate a recently archived DoW Secret Clearance
  • Preference is given to candidates who reside in a Historically Underutilized Business Zone (HUBZone) as determined by the Small Business Administration (see SBA website)
