Project Overview
The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third-party software, and custom applications.
OTS leads the State’s technology procurement process to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services, which can eventually be offered to all in-scope agencies.
Duties/Responsibilities
· Coordinate activities, run working sessions with Louisiana Works fiscal leadership and program staff, and keep the project timeline on track.
· Develop the methodology together with Louisiana Works staff, never on its own, validating operational assumptions in structured sessions.
· Submit weekly status reports covering completed work, ongoing activities and risks.
· Review existing funding structures for USDOL, VR, SNAP E&T, TANF and other federal administrative functions.
· Evaluate Louisiana Works' interim time-coding controls and recommend improvements.
· Identify noncompliance, unsupported allocation methods and conflicts with federal cost principles.
· Write the Assessment Report on compliance risks and corrective actions, due within 30 business days of contract start.
· Develop a compliant cost allocation methodology under 2 CFR 200, 45 CFR 95 Subpart E, and USDOL, RSA and FNS guidance.
· Identify shared cost pools and define a supportable allocation base for each.
· Decide how to treat eligibility operations, integrated IT and system development, policy and oversight, fiscal and administrative support, and management functions.
· Write a justification for each cost pool and allocation base showing it is necessary, reasonable, allocable and consistently applied, citing the specific regulation behind each.
· Recommend internal controls and documentation requirements to keep the agency compliant and ready for audits.
· Decide whether existing cost allocation documentation needs revision, and whether new or amended grant-specific plans are needed.
· Prepare the full Public Assistance Cost Allocation Plan (PACAP) submission package, draft and final.
· Support Louisiana Works through federal review: write responses to federal questions, join meetings with federal reviewers, and revise documents until comments are resolved.
· Build an implementation roadmap targeting July 1, 2027, including interim steps.
· Identify changes needed to time reporting, coding structures and financial system configuration. The contractor gives guidance only and does not configure the systems.
· Write operating procedures so Louisiana Works can maintain and update the methodology on its own.
· Provide training on the methodology after implementation.
· Write the Federal Claiming Optimization Memo and the Executive Summary for Louisiana Works leadership.
Requirements
Education
· Bachelor’s degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, Information Technology, or related field.
Required Experience
· Experience with cost allocation plan generation.
· Experience to meet all deliverables, qualifications and requirements mentioned in the scope of services.
· Data analysis experience.
Preferred Experience
· Additional data analysis experience beyond what is required for this Scope of Services is desirable.
