Purpose:
The Manager, Application Development provides strategic and tactical leadership for the design, development, implementation, and support of application development, and integration solutions for Vanscoy Rare Pharmacy (VRP). Reporting directly to the Director of IT, this role serves as a technical leader responsible for application development and management, managing application integrations, supporting business intelligence initiatives, and overseeing development environments across the organization.
The Manager works closely with pharmacy operations, leadership, manufacturers, technology partners, and third-party vendors to design and implement solutions that improve operational efficiency, reporting accuracy, workflow automation, and regulatory compliance.
This position serves as the primary technical liaison between the company and it’s Managed Service Provider (MSP) for proprietary software systems workflow development initiatives while maintaining responsibility for all VRP-specific proprietary software development, configuration, enhancements, and support activities.
The Manager will also be responsible, in collaboration with the MSP, for maintaining and administering all development, testing, staging, and production environments while ensuring proper software development lifecycle (SDLC) controls, deployment standards, change management procedures, and platform stability.
Additionally, this role will support the organization's evolving AI, machine learning, and intelligent automation initiatives by identifying opportunities to leverage emerging technologies while maintaining appropriate governance, security, compliance, auditability, and human oversight.
Responsibilities:
Application Development & Systems Integration
- Design, develop, and support custom software applications, APIs, integrations, and automation solutions supporting pharmacy operations.
- Collaborate with business stakeholders to gather requirements and translate business needs into technical solutions.
- Develop integration solutions between proprietary systems, pharmacy dispensing platforms, Snowflake, CRM platforms, manufacturer systems, shipping systems, and other third-party healthcare applications
- Support application modernization and digital transformation initiatives.
- Develop reusable frameworks, APIs, and services to improve development efficiency and system interoperability.
- Serve as the primary technical liaison between Vanscoy Rare Pharmacy and RareMed Solutions (MSO) regarding proprietary software platform development, enhancement requests, issue resolution, roadmap planning, and system optimization.
- Coordinate, prioritize, and manage proprietary software development initiatives with RareMed (MSO) development teams while ensuring alignment with business priorities and operational requirements.
- Perform hands-on development and configuration activities within proprietary software, including workflow creation, process optimization, automation development, user interface enhancements, data mappings, and system customization to support pharmacy operations.
- Analyze operational workflows and identify opportunities for proprietary software workflow optimization, automation, efficiency improvements, and enhanced user experience.
- Develop and maintain integrations between proprietary software and internal or third-party systems, including CareTend, reporting platforms, data warehouses, telephony systems, shipping systems, and manufacturer reporting solutions.
- Participate in proprietary systems architecture discussions, technical design reviews, testing, deployment planning, and release management activities.
- Troubleshoot and resolve proprietary software-related application, integration, workflow, and data issues while providing technical guidance to business stakeholders.
- Maintain technical documentation, configuration records, development standards, and change management documentation related to proprietary software development activities.
- Serve as the subject matter expert for proprietary software platform capabilities and provide recommendations for future enhancements, scalability, and operational improvements.
General Application Development & Systems Integration
- Allocate a significant portion of time to hands-on software development, application configuration, systems integration, and technical solution delivery while balancing leadership, vendor management, and project oversight responsibilities.
- Lead development efforts from requirements gathering through design, coding, testing, deployment, and production support, ensuring solutions are scalable, maintainable, and aligned with organizational standards.
Development Environment Administration
- Own and administer all development, QA, testing, staging, and production environments.
- Manage environment refreshes, deployments, upgrades, and release processes.
- Implement and maintain source control, branching strategies, and deployment pipelines.
- Ensure system stability, security, disaster recovery readiness, and environment consistency.
- Develop and maintain software development lifecycle (SDLC) standards and deployment procedures.
- Coordinate application releases and change management activities across business and technical teams.
Microsoft Azure & DevOps Administration
- Administer and maintain Azure-based development and analytics platforms.
- Design and support CI/CD pipelines utilizing Azure DevOps.
- Implement DevOps best practices including automated deployment, infrastructure as code, version control, release management, and testing automation
- Collaborate with infrastructure and security teams to maintain secure cloud environments.
Leadership & Mentorship
- Provide technical leadership to analysts, engineers, and developers.
- Mentor team members in software development, Azure technologies, and DevOps practices
- Assist leadership with prioritization of technical initiatives and resource planning.
- Promote a culture of continuous improvement, accountability, and innovation.

Required Qualifications
Education
- Bachelor's Degree in Computer Science, Information Technology, Software Engineering, Information Systems or equivalent professional experience.
Experience
- 7+ years of experience in, data engineering, software development, systems integration, and cloud technologies
- 3+ years of experience leading technical initiatives and mentoring team members.
- Experience managing enterprise development environments and release processes.
- Experience working with healthcare, specialty pharmacy, or regulated industries preferred.
