We are currently recruiting for two people to fulfill Stock Assessment Software Development (LEVEL 1) assistance to assist the Northeast Fisheries Science Center (NEFSC). The Stock Efficiency Initiative (StockEff) is the Northeast Fisheries Science Center’s (NEFSC) Population Dynamics Branch’s (PDB) Oracle-based system used by stock assessment scientists to generate inputs for assessment models and track decisions about how assessment data is compiled. PDB relies heavily on StockEff to support its development and delivery of stock assessments. The three (3) primary goals of StockEff are to 1) streamline and automate assessment workflows through the creation of synthesized data products used in stock assessment models; 2) improve assessment transparency and reproducibility by archiving and documenting the data sets used in assessments, and the methods used to develop them, in common and readily accessible formats; and 3) enhance communication of assessment results by providing a set of standardized products (report style, tables and figures). As StockEff continues to advance, the project contributes to improved efficiencies in the stock assessment data preparation and modeling process. StockEff also plays a key role in reducing risks to data loss by removing single points of failure in the assessment process due to reliance on assessment data and documentation storage on local computer systems or personal network directories. This project seeks to maintain the existing infrastructure of StockEff, provide user support, lead development of new system components within the existing system architecture based on evolving and prioritized assessment data requirements, and integrate the system with other tool and infrastructure development to enhance and streamline workflows and improve science quality, throughput, and reproducibility.

These will be full-time positions. Work will be performed at the NEFSC Facility or via remote offsite location as pre-approved by the Contracting Officer’s Representative (COR) and Project Lead. The contract has a one-year base period and will have up to four (4) 12-month option periods.

Duties:

  1. Continue work on existing StockEff projects and products.
  2. Provide StockEff training and user support.
  3. Work with the NEFSC Information Technology Division staff as necessary to ensure compliance for StockEff products and infrastructure.
  4. Work with PDB staff to identify, scope, develop, and optimize new workflow tools, infrastructure, and products.
  5. Develop code, input/output interfaces, Graphical User Interfaces, database infrastructure, and documentation associated with the stock assessment software needs.
  6. Keep abreast of NOAA and IT policies to ensure compliance and appropriate provision of stock assessment modeling software.

Minimum Qualifications:

  • Bachelor’s or Graduate degree in fisheries, quantitative ecology, computer programming or related field (Level 1).
  • Familiarity and experience with NOAA Fisheries’ stock assessments including a basic understanding of analytical techniques and terminology.
  • Excellent programming skills, including experience that may include AD Model Builder, Visual Basic, C, Java, Javascript, Python, HTML.
  • Knowledge and/or experience with statistical software, such as R and SAS.
  • Experience and understanding of code versioning software, such as Gi.
  • Demonstrated experience in the development of graphical user interfaces for scientific purposes and familiarity with the design.
  • Knowledge of web-based software and website management, especially php scripting language.
  • Experience with developing and implementing standards in software and data management and documentation.
  • Demonstrated proficiency for the following skill sets:
    1. Project management for complex and technical scientific programs
    2. Coordinating and leading diverse project teams to develop, improve, and achieve program goals
    3. Communication, both verbally and using written materials (including visual presentation), with a variety of audiences including technical, scientific, and non-scientific
    4. Working independently with strong time management skills
    5. Adaptability to quickly changing priorities
    6. Attention to detail

Salary range is $67,000 - $77,000 annually, dependent upon experience.
