we need IT Digital Transformation experience, not just generic project management experience. They need to have stronger experience in the change management side.

Job Description:

• Plans, develops, organizes, and manages projects while working collaboratively with the Deputy of Operations, the Chief Accountability Officer (CAO), and tangentially the Chief Financial Officer (CFO) of the department.
• Advises the Deputy, CAO, and CFO on strategic, programmatic, and operational matters with a focus on minimizing exposure for project schedule slippage, audit findings and ensuring that business units follow through on plans and projects important to the mission of IDHS, including the IDHS project for OCM for GMS AmpliFund and the IDHS GMS AmpliFund software implementation project.
• Ensures timely execution of projects and corrective action plans as prioritized by the Deputy and CAO/CFO. A primary focus is the multi-year OCM Project for the GMS AMF Implementation project.
• Formulates goals and project approaches to implement revised processes and procedures to adhere to changes in legislation, regulations, and business processes as it relate to changes to IDHS systems.
• A primary goal of this PSC is to organize and prepare all staffs of hundreds of IDHS grant programs and grantees to be educated to fully understand AmpliFund software, enabling them to maintain the automation of their programs and software configuration settings after the AMF vendor finishes the initial configurations. This pertains to the OCM duties of this PSC.
• Coordinates with relevant business units within IDHS to implement necessary changes in business processes to achieve required outcomes of the projects and action plans.
• Escalates risks and issues as needed so sufficient resources and attention are provided to execute the projects and action plans.
• Develops and implements significant projects, including policies and procedures to minimize exposure for new audit findings and repeat audit findings.
• Coordinates with all business units within IDHS to conduct multi-step projects necessary to ensure compliance and minimize exposure for audit findings, reporting status to Deputy and CAO of IDHS.
• Determines effectiveness of existing projects and adjusts procedures, in coordination with IDHS business units to accommodate organizational and compliance needs and requirements.
• Confers with executive level staff and administrators in IDHS on implementation of various projects' recommended policies.
• Maintains all projects' documentation on SharePoint or a similar repository.
• Represents the Chief Accountability Officer, pursuant to their direction and supervision, in meetings, conferences and task forces with various stakeholders.
• Participates in department level policy discussions.Gathers and provides information to the Deputy, CFO and CAO for review.
• Prepares and delivers presentations and briefings.
• Provides expertise on special projects impacting department operations.
• Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
