Required consultant experience provided by Contractor, shall include:
\n
• PMP Certification
\n
• Experience managing IT projects (7 or more years)
\n
• Experience in FLAIR or other Financial Systems infrastructure (7 or more years)
\n
\n
o Manage all aspects of the implementation of PALM across the enterprise with little to no
\n
downtime
\n
o Manage all aspects of the integration of PALM across all programs of the Department
\n
o Integration management: Developing a project management plan; directing and managing all
\n
work for the project; monitoring and controlling the project work and managing any necessary
\n
changes; facilitating cooperation and motivates team members to accomplish group goals
\n
o Scope management: Defining and managing scope, creating a work breakdown structure
\n
(WBS), and requirements; validating and controlling the scope of the project
\n
o Time management: Planning, defining, and developing schedules, activities, estimating
\n
resources and activity durations; monitor the progress of a project; compare actual
\n
performance against planned/scheduled performance; adjusts schedule / resources to ensure
\n
that key milestones are reached
\n
o Cost management: Planning and estimating costs, and determining budgets; managing the
\n
project’s budget; identifying, planning, and coordinating required procurements
\n
o Quality management: Planning and identifying quality requirements; performing all aspects of
\n
managing quality; controlling the quality of deliverables
\n
o Human Resource management: Planning and identifying human resource needs; selecting,
\n
developing, managing, and coordinating a project team made up of multiple programs within
\n
DOR, DMS staff, and Vendor staff
\n
o Communications management: Planning and managing all aspects of project communications;
\n
define the content and the format of project communications / reports based on information
\n
requirements of specific stakeholders or groups; ensure appropriate documentation is
\n
created/updated throughout the project processes; provide knowledge transfer to technical and
\n
non-technical staff as needed
\n
o Risk management: Planning for and identifying potential risks; performing qualitative and
\n
quantitative risk analysis; planning risk mitigation strategies; implementing and managing
\n
mitigation strategies
\n
o Stakeholder management: Coordinating and maintaining stakeholders from a variety of DOR
\n
and external entities and the public; planning and managing stakeholder expectations
\n
o Managing the project(s) in accordance with the requirements the Florida Information
\n
Technology Project Management and Oversight Standards - Rules 60GG-1.001 through
\n
60GG-1.009, F.A.C. Providing all documentation required.
\n
• Follow all Department, ISP, and team defined standards and procedures
\n
• Performs other related duties, as required
\n
\n
Preferred Experience:

• Knowledge of/Experience with implementation of PALM System
\n
• Proven ability to complete projects according to outlined scope, budget, and timeline
\n
