Telework:

Job Summary:

The position of Director EAM Systems is a senior level position leading a growing and transformational portfolio of LIRR Enterprise Asset Management (EAM) programs and systems, focused on introducing best practices in asset maintenance, management, and reliability. The purpose of this position is to provide leadership to identify, quantify, and deliver improved outcomes in maintenance and capital investment where initiatives will be centered around delivering operational benefit from the processes and data that make up LIRR's EAM information system, and other relevant supporting data sets. This position is responsible for leading teams and processes associated with the management of the LIRR information technology systems related to EAM and integrations with other enterprise systems. Activities include developing EAM technology strategies, polices and plans managing the acquisition, implementation, maintenance and use of EAM technology resources by closely working with LIRR Operating departments and MTA IT.

Responsibilities:

  • Oversee and lead the analysis, design development and deployment of successful technical projects in support of LIRR's Enterprise Asset Management (EAM) program. This will be done by working with the operating departments to understand their existing asset management business processes and needs, then through analysis determine what can be integrated into LIRR's HxGN asset management system. Upon stakeholder approval, this position will lead a technical team to work with the user groups of the EAM system. Support of testing, end user training and deployment into production for beneficial use will be the final phases for each successful project.

    In addition to supporting projects, this role will oversee a technical team responsible for the State of Good Repair (SOGR) for this HxGN system to include enhancements, defects resolution as well as supporting as software and hardware updates through regular maintenance.

    HxGN is the Commercial-Off-The-Shelf (COTS) software package which is the LIRR EAM system supported by this team which requires the above activities in support of LIRR EAM system supported by this team which requires the above activities in support of LIRR's EAM's program.

  • Supports LIRR Operating department with all the Enterprise Asset Management suite of tools such as HXGN EAM/Maximo, etc. by closely working with the MTA HQ, MTA IT and other agencies for reliable, stable and continued operations.

  • Serve as Liaison and facilitate between departments within LIRR, MTA and IT (Information Technology) to implement and sustain the LIRR EAM program. Represent LIRR in working committees at the MTA and industry level in analytics efforts.

  • Serve as a change management champion and use influence, experience and education to develop strategic communication and manage stakeholder engagement.

  • Select develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination for employees when necessary.

    Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

Education:

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Quantitative discipline such as engineering, statistics or information science. An additional 4 years of experience may be considered in lieu of the degree. Required

Experience:

  • Minimum 10 years Minimum of 10 years of technical experience managing IT Systems or off 0ff-the-shelf products. Required

  • Minimum 10 years Must possess experience managing and developing a professional staff technical staff, inclluding vendors with accountability towards a budgets Required

  • Minimum 10 years Experience in all projects phases of software development including the analysis and design, requirements, development, implementation and operational support. Required

  • Minimum 10 years Must possess strong management skills with the ability to effectively communicate ideas and concepts as well as facts and to identify priorities and organize activities accordingly. Required

  • Minimum 3 years Experience with physical assetss and their maintenance practices in an asset intensive orgaganization, preferrably in the transportation and rail industries. Exposure to LIRR's assets and/or practices beneficial. Required

  • Minimum 3 years Experience in utilizing and leveraging an Enterprise Asset Management information system, preferably in the transporation industry. Required

  • Minimum 3 years Must have working experience with EAM suite of tools, such as Infor/HxgN EAM, Maximo, etc. Required

  • Minimum 3 years General knowledge and awareness of ISO 5500 principles and asset management best practices. Required

  • Minimum 10 years Demonstrated ability to complete short and long term technical projects effectively and as efficiently as possible. Required

  • Minimum 3 years Experience in combining AI/ML algorithms to solver business solutions by incorporating descriptive, predictive and prescritive components. Required

  • Minimum 3 years Must have an understanding data engineering tools and techniques. Required

  • Minimum 3 years May need to work outside of normal business hours (i.e. nights and weekends). Required

  • Minimum 3 years May need to travel to other agencies, other MTA locations or other external sites. Required

Skills and Abilities:

  • Master's Degree in Computer Science or Information Science discipline. Preferred

  • Certification of Project Management Methodologies (PMP, PRINCE, Scrummaster, etc) to be able to instill structure in EAM related projects. Preferred

  • Must possess progressively responsible asset management experience in railroad operations. Preferred

  • Knowledge of asset management software and processes, geospatial methodologies,GIS, GPS, RS, LRS, enterprise system architecture, spatial and relational databases, and mobile technology implemantation Preferred

  • High excellent quantitative, analytical, and problem-solving skills, together with demonstrated proficiency in business case development and implementation planning. Required

  • Demonstrated ability to complete short-and long-term technical projects effectively and as efficiently as possible. Required

  • Demonstrated ability to manage the end-user relationship to ensure the EAM suite of tools successfully meets their business needs, support and lead design, requirements and training meetings. Required

  • Ability to closely monitor application development projects to ensure the projects are delivered on time and within budget while supporting the business needs Required

  • Must be self-motivated, with the ability to oversee and motivate others and influence decisions, capable of identifying problems and recommending alternative solutions. Required

  • Must be able to demonstrate a high level of initiative, professional integrity and demeanor. Required

  • Must possess strong human relations, communication (both written and oral), and interpersonal skills with the ability to effectively communicate at all levels of the company and outside agencies. Required

  • Must possess strong organization, problem-solving, administrative and management skills with ability to effectively manage multiple tasks simultaneously. Required


Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
