CONTRACT OVERVIEW

  • ROLE TITLE: Systems Architect III - Delphi
  • MAXIMUM RATE: Around $75/hour, depending on experience and match to the role. This rate assumes a corp-to-corp or 1099 structure paid NET 45 bi-weekly. W2 is possible, but the rate would need to come down to cover employer costs (ask for a quote)
  • START / END: 07/28/2025 to 06/30/2026, with a reasonable possibility of a multi-year extension. The state cannot post any job beyond the end of the current fiscal year (June 30, 2026, in this case). So, while many jobs at the state can run for multiple years, they are all capped at the current fiscal year's start.
  • WORK ARRANGEMENT:
    • 100% Remote. The exception to this 100% remote policy is that DOT requires 1-2 onsite trips per year at the candidate's cost. Travel/Trips will be reimbursed up to $1000 per visit with prior DOT approval. Mandatory CHEMS fall conference attendance (registration and lodging reimbursed by WisDOT)
    • Relocation is allowed. Must be relocated by the start date.

REQUIRED SKILLS: (Need Majority; 5+ Years)

  • 5 years' Delphi programming experience using RAD Studio 2007+ and/or 2011
  • 5 years' SQL/PL SQL experience
  • 5 years' experience with SQL Developer
  • 5 years' experience with GitHub
  • Experience with object-oriented programming languages using Virtual Component Library (VCL)
  • Experience with Oracle RDBMS and DB Admin Tools, including Enterprise Manager
  • Proficiency in Windows 11 Enterprise and Windows Server 2015+
  • Design & code walkthrough experience

NICE TO HAVE SKILLS:

  • Financial applications
  • Third-party data access software such as ASTA or RemObjects' Data Abstract
  • Oracle development experience (triggers, packages)
  • Security software package integration experience (e.g., OKTA)
  • SQL Developer or similar Oracle tools

DESCRIPTION OF ROLE:

The State of Wisconsin, Department of Transportation (WisDOT), is seeking a Systems Architect III to assist with the design and development of internal business systems, with a particular focus on the CHEMS and CHEMSPRO applications. The role involves integration across multiple functional areas, including finance and accounting, as well as transaction processing.

This position works with general supervision, and priorities are determined and approved by the CHEMS Lead. The candidate will transition Wisconsin counties from current software packages to the CHEMS system and support software development, design, and implementation. Experience with enterprise IT architecture, infrastructure design, and the integration of packaged and custom software is key.

The Systems Architect will:

  • Assist in designing and developing WisDOT's internal business systems.
  • Collaborate with the CHEMS Lead on system development and transitions.
  • Possess extensive experience in software design, integration, and IT infrastructure.
  • Provide support, maintenance, and enhancements for CHEMS and CHEMSPRO (GUI version).
  • Transition Counties to CHEMS, including import/export programs and release management.
  • Work independently with self-sufficiency in hardware/software interfacing and support.
  • Be familiar with WisDOT, DTSD, and Bureau of Highway Operations (BHO) accounting practices.
  • Participate in virtual statewide meetings and the annual fall CHEMS conference in Wisconsin.

Key Responsibilities:

  • Candidate must be self-sufficient with hardware and software interfacing; no mention of state-provided equipment
  • Travel expected 1-2 times/year, reimbursed up to $1000 per visit with prior DOT approval. Mandatory CHEMS fall conference attendance (registration and lodging reimbursed by WisDOT)
