Our organization is looking for a COMSEC Manager to become part of our team in El Segundo, CA.
The primary role of the COMSEC Manager involves working within Special Access Programs (SAPs) to support various Department of Defense (DoD) agencies, including the Headquarters Air Force, the Office of the Secretary of Defense (OSD), and Military Compartments initiatives. This position entails providing daily support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) operations. This is an in-office role, requiring attendance five days a week in El Segundo, CA.
Key Responsibilities:
- Perform inventories, inspections, and other oversight functions related to secure equipment and classified keying materials.
- Install secure telephone equipment (STE) and manage the distribution of encryption devices and keying materials to designated IT specialists responsible for classified networks.
- Oversee a Top-Secret inventory and document control program to track COMSEC equipment and materials.
- Conduct inventories in accordance with agency policies, promptly reporting any discrepancies to the government client.
- Transport classified information and generate official receipts for classified materials.
- Ensure adherence to Automated Information Systems Security requirements pertinent to COMSEC responsibilities, along with maintaining proper physical security accreditation for supported facilities.
- Provide training to personnel on COMSEC procedures and the correct usage of related equipment.
Essential Qualifications:
- A Bachelor’s degree or equivalent experience (4 years).
- A minimum of 6 years of relevant experience, including at least 4 years in an SCI/SAR environment.
- Completion of the COMSEC Manager’s course is required within 6 months of contract commencement.
- In-depth knowledge of COMSEC accountability and procedures necessary for the issuance, receipt, inventory, and mailing of COMSEC equipment and materials.
- Familiarity with COMSEC acquisition, maintenance, operations, and disposal, as well as relevant ICDs, JAFANs, DoD Manuals, and security policies.
- Proficient in Microsoft Office applications (Word, PowerPoint, and Excel).
Desirable Qualifications:
- At least 3 years of experience specifically within a SAR environment is highly preferred.
- A proven history of managing physical security accreditation processes in collaboration with designated Program Security Officers.
- Excellent interpersonal skills to effectively engage with DoD, military/civilian personnel, and industry partners in a fast-paced environment.
Clearance Requirements:
- Must possess a Top-Secret Clearance with SCI Eligibility, access eligibility for Special Access Program Information, and a willingness to undergo a Counterintelligence polygraph.
Physical Requirements:
- Ability to remain in a stationary position at adjustable desks in enclosed offices, with occasional movement to access files and secure containers.
- Willingness to travel within the organizational Area of Responsibility using air and ground transportation as necessary.
- Moderate lifting (approximately 25-40 pounds) is required to move, remove, and install COMSEC-related equipment.
