Project Controls (DOE), Savannah River Site: Aiken, SC

We are seeking a detail-oriented and proactive Project Controls Specialist to join our team. The role focuses on supporting project execution through the implementation and management of scheduling, budgeting, progress reporting, and change control processes. The successful candidate will play a critical role in ensuring the project meets its cost, schedule, and quality objectives while maintaining compliance with DOE Order 413.3B and ANSI Standard EIA-748 Earned Value Management guidelines.

Key Responsibilities:

  • Work Breakdown Structure (WBS) & Construction Work Area (CWA):
    • Organize and manage project scope, activities, and payment applications within predefined WBS and CWA structures.
    • Maintain clear records of WBS/CWA data in alignment with contract requirements.
  • Schedule Management:
    • Develop and maintain a Baseline Critical Path Method (CPM) schedule.
    • Integrate schedules with concurrent contractors, addressing "path of construction" requirements and blackout dates.
    • Ensure compliance with logic constraints (Finish to Start) and update schedules weekly and monthly with actual progress.
  • Progress Reporting:
    • Generate and submit daily logs documenting all site activities, including delays, work progress, inspections, and tests.
    • Prepare and present Weekly and Monthly Progress Reports to project stakeholders.
  • Budgeting and Earned Value Management:
    • Create value-loaded schedules correlating activities to budget line items.
    • Monitor project performance metrics and submit regular updates, including percent-complete data and cost tracking.
  • Change Control:
    • Identify and document schedule or budget deviations.
    • Collaborate with stakeholders to develop mitigation and recovery plans.
  • Compliance and Communication:
    • Ensure adherence to company policies and regulatory requirements.
    • Conduct and participate in weekly progress meetings to discuss updates and challenges with project stakeholders.
  • Software and Tools:
    • Utilize project management software (e.g., Oracle Primavera P6, Microsoft Excel) to manage and communicate project data effectively.
  • Traits:
    • Ability to work collaboratively with cross-functional teams.
    • Attention to detail and a strong focus on compliance.
    • Problem-solving mindset with a proactive approach to potential risks and delays.

Qualifications:

  • Bachelors degree in Engineering, Construction Management, or a related field.
  • 7+ years' experience in project controls, scheduling, or a similar role in construction or engineering projects.
  • Proficiency in Primavera P6 or equivalent project management tools.
  • Strong understanding of Earned Value Management principles.
  • Excellent communication, analytical, and organizational skills.
  • PMP or equivalent certifications preferred.

Requirements:

  • Must have valid driver's license
  • Must participate in pre-employment and random drug screening program.
