About this Position

The Director of Data Analytics leads the Data and Analytics Department through the creation and implementation of an overall data strategy, creation of clear and meaningful program analysis to improve workforce offerings, and the production of labor market intelligence, employer prospectuses, and performance dashboards that drive how Partner4Work engages employers and designs workforce solutions. This is a leadership role; the right individual will have familiarity with Labor Market Information and the ability to synthesize multiple sources of data into a cohesive, easily understood actionable report. The Data and Analytics Department translates data into usable tools that move engagements forward and helps Partner4Work demonstrate results to employers, funders, and system partners.

Essential Duties and Responsibilities

Leadership Responsibilities

  • Lead, manage, and develop the Data and Analytics team, setting performance expectations, providing regular coaching and support, and building the department's analytic capacity and connectivity within the organization.
  • Advise the Executive Team and Board of Directors on program performance, labor market trends,and the employer dynamics driving regional hiring, including presenting findings and recommendations directly to the Board and its committees.
  • Define the organization's performance measurement framework, setting the key performance indicators for programs and initiatives and the standards by which results are reported to the Executive Team, the Board, and funders.
  • With the Chief Operating Officer, develop and own the multi-year data and analytics roadmap, aligning tool investments, staffing, and priorities to Partner4Work's strategic plan. Lead selection of data platforms in coordination with the COO and Chief Compliance and Policy Officer.
  • Partner with Program, Compliance, Finance, and Business Services leadership to embed data in decision-making, serving as the organization's authority on analytic methodology and interpretation.

Employer and Labor Market Intelligence

  • Own the development and production of new and existing tools, including the employer prospectus, quarterly labor market briefing, and quarterly program reporting.
  • Direct the production of business briefings in advance of employer meetings and co-design sessions, drawing from Lightcast, CWDS, and related sources. Briefings must be accurate, accessible to a non-technical audience, and delivered within defined turnaround timelines.
  • Analyze regional job seeker supply using Lightcast, CWDS, and related labor market data sources to identify candidate availability and labor market trends by occupation, geography, and skill profile; translate findings into targeted recruitment criteria aligned to employer partner job Openings.
  • Support solution design by overlaying critical social determinants of work data (housing prices, transportation access, childcare availability, shift patterns, and neighborhood wage benchmarks) to identify practical barriers to employment and retention.
  • Use AI tools where appropriate to accelerate discovery, pattern detection, and proposal generation, and document those workflows for consistent use across the team.

Performance Tracking and Dashboards

  • Oversee development and maintenance of performance dashboards in Creatio (CRM system) and PowerBI that allow Executive Team and key staff to track key outcomes within and across Programs.
  • Produce regular data reports for internal teams, advisory council briefings, and external funder Reporting.
  • Understand workforce development program landscape and lead the organization’s use of program data and evaluation to improve outcomes and offerings.
  • Translate analytical findings into clear, actionable recommendations for program design, presented in plain language for both internal staff and employer audiences.

Partner Cultivation and Partner4Work Ambassador

  • Represent Partner4Work at convenings, forums, and conferences.
  • Contribute to the development of a supportive and collaborative work environment through active participation in internal collaborations, teams, and activities.
  • Support Partner4Work communications efforts by identifying and creating Labor Market Information content to highlight across communication channels.
  • Provide a high level of customer service for existing and prospective program partners through transparent, accessible, and open dialogue about the organization’s strategy and prospective projects.

Skills and Qualifications

  • Bachelor's degree in economics, public policy, statistics, data science, or a related field strongly preferred; master's degree preferred. Equivalent professional experience will be considered in lieu of a degree.
  • 7 or more years of experience working with labor market data tools and program data and producing data products for non-technical audiences. Executive presence; experience working closely with Executive Team preferred.
  • 3 or more years directly supervising analytic staff, including hiring, performance management, and staff development.
  • Proficiency with Bureau of Labor Statistics data and Lightcast or an equivalent labor market intelligence tool.
  • Working proficiency with SQL and a business intelligence platform (Power BI, Tableau, or equivalent); familiarity with Python or R preferred.
  • Demonstrated ability to translate data analysis into actionable recommendations for program or operational decisions.
  • Strong attention to detail; ability to manage multiple data products and deadlines simultaneously.
  • Familiarity with workforce development programs and public workforce system structures preferred.
