Schedule: W2, Full-time contract, 40 hours per week
Compensation: $105–$110 per hour
Anticipated Start Date: October 4, 2026
Contract Duration: Approximately 31 months, through May 3, 2029

Position Overview
We are seeking an experienced Lead Data Analyst—Specialist Level 3 to support the New York State Integrated Eligibility System modernization initiative.
The selected consultant will analyze, transform, map, profile, cleanse, and validate complex data supporting the migration from existing health and human-service systems into the modernized IES environment. This senior-level position requires extensive data-conversion experience and demonstrated leadership on complex technology projects.

Project Overview
The Integrated Eligibility System is modernizing how New York State delivers health and human-service programs. IES will provide coordinated eligibility, enrollment, case-management, and payment functionality for programs currently supported by the Welfare Management System, Benefits Issuance Control System, and other State systems.
The program builds upon assets developed for the New York State of Health marketplace to create a modern, integrated eligibility platform.
Responsibilities
- Collaborate with subject-matter experts, business analysts, architects, and development teams to define data requirements and attributes.
- Analyze and document existing systems, databases, interfaces, and data structures.
- Develop strategies for extracting, transforming, and loading data into the future IES environment.
- Create and validate complex source-to-target data mappings.
- Analyze source and target data structures and resolve conversion and migration issues.
- Document target-model data requirements based on approved business requirements.
- Define data-profiling, cleansing, standardization, transformation, synchronization, and validation rules.
- Develop and test queries using Oracle, SQL Server, and related database technologies.
- Develop and test UNIX shell scripts.
- Tune and optimize database queries and data-processing routines.
- Identify and resolve errors occurring during data extraction, transformation, and loading.
- Coordinate data-profiling and cleansing activities with business users.
- Interpret profiling results and prepare clear reports, findings, and recommendations.
- Identify effective approaches for resolving data-quality and consistency issues.
- Lead assigned data-analysis activities and provide technical guidance.
- Perform other project-related duties as assigned.
Mandatory Qualifications
- More than seven years of experience working on complex technology projects, including at least two years in a leadership role as a Specialist.
- At least seven years of experience supporting data-conversion projects, including:

- Source-system metadata analysis
- Source-to-target data mapping
- Data profiling and cleansing
- Target-state data requirements
- Data transformation and synchronization
- Data validation and migration support
- At least two years of experience working on an Integrated Eligibility System program within the Fair Hearings and/or Data Management domain in a Health and Human Services environment.
Preferred Qualifications
- More than five years of experience with data quality, profiling, cleansing, standardization, and SQL development.
- Advanced experience using Oracle or comparable relational database platforms.
- Experience using Informatica Data Quality or comparable data-quality tools.
- At least three years of experience analyzing data and business processes to identify data-quality issues and support cleansing, transformation, and migration activities.
- Strong Oracle and SQL Server query-development experience.
- UNIX shell-scripting experience.
- Experience with ETL development, testing, troubleshooting, and performance optimization.
- Strong technical documentation, communication, analytical, and stakeholder-management skills.
Work Arrangement
Consultants may be approved to telecommute for more than 50% of their scheduled hours, including the possibility of working remotely full time. Telecommuting arrangements require direct manager approval and may change based on program needs.
Consultants approved for 100% remote work must:
- Attend monthly in-person meetings at the Albany office.
- Attend major milestone meetings in person when required.
- Remain available to report to Albany based on project needs.
Compensation
The anticipated base compensation range is $105–$110 per hour, depending on relevant experience, demonstrated qualifications, employment classification, and final client approval.
Eligible benefits may be offered separately based on employment classification and plan requirements.
