Reporting to the Associate Director for Quality Assurance, the Senior Program Officer for Quality Assurance is responsible for the programmatic and operational management of the Global Refuge Referrals team, and provides vision and leadership to ensure Global Refuge and its affiliates' policies are in adherence with ORR policies and procedures.

DUTIES
- Oversee the long-term foster care referrals team through direct supervision of Program Specialists for Referrals.
- Provide direct oversight of the LTFC referrals process. This includes monitoring the LTFC referrals process ensuring referrals team is following standard operating procedures and identifying any areas of improvement in the LTFC referrals process
- Through continuous monitoring of bed capacity for Global Refuge LTFC programs, ensuring that programs are meeting their funded capacity
- Develop new LTFC referrals processes depending on the current needs of the LTFC network. Create SOP documentation for new process and maintain up to date current SOP documentation for current practices
- Lead all Global Refuge efforts to ensure that Global Refuge and its affiliates are consistent with their adherence to ORR's mission and vision, regulations, structure, policies and procedures.
- Ensure that Global Refuge policy templates are up to date in accordance with ORR policy and procedures, as well as creating new templates as needed.
- Internal and partner agencies' policy review agencies to ensure adherence to ORR policies and procedures.
- Facilitate network and internal policy calls that review ORR policy changes and updates.
- In collaboration with the Associate Director for Quality Assurance, evaluate partner programs for compliance to ORR policies and procedures.
- Remain knowledgeable of all federal government and Global Refuge/CFS guidelines, policies and procedures related to Foster Care, and provides guidance to partners and staff regarding the interpretation and execution of applicable ORR regulations.
- Coordinate the compilation and dissemination of policies and procedures including a policies and procedure manual, quick reference guides, and any additional updates/guidance by ORR or Global Refuge.
- Coordinate reoccurring data requests and urgent data requests as needed. This includes collaboration with the Foster Care team and communication with the Global Refuge network.
- Manage the implementation and ongoing compliance in preventing, detecting and responding to sexual abuse and sexual harassment.
- Assist with site monitoring activities (as needed) including reviewing case physical files and personnel files, conducting individual interviews with program staff, and inspecting residential programs for compliance with all ORR policies and procedures
- Assist with writing quarterly compliance reports (as needed)
- Represent Global Refuge Children's Services at assigned external meetings, trainings or groups.
- Engagement in agency-wide activities and initiatives including all-staff meetings, working groups or task forces and implementation of strategic initiatives
- Collaborate with the Foster Care team to provide technical assistance to partners.
- Other duties as assigned
QUALIFICATIONS
- Master's degree in the behavioral sciences, human services, or social service field with a minimum of five years of experience in and knowledge of child welfare systems, principles, practices and emerging trends.
- Minimum of 3 years' administrative supervisory experience.
- Experience working with ORR Unaccompanied Children's Programs strongly preferred.
- Experience working with diverse client populations, particularly immigrants and refugees.
- Experience in program development, administration and budget oversight.
- Strong analytical and problem-solving skills.
- Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.
SPECIAL POSITION REQUIREMENTS
- Licensed or license eligible strongly preferred
- Bilingual in Spanish and English strongly preferred
- Ability and willingness to travel up to 25%
- Valid driver's license required
- Must be able to pass an FBI background check as well as a CA/N check for every state in which they have resided in the last five years.
