JOB SUMMARY

Corvus Consulting is seeking a Senior Cyber Operational Planner / Electronic Warfare (EW) Project Manager with extensive DoD experience in cyberspace and electronic warfare policy, planning, and interagency coordination to support the Army Cyber Command (ARCYBER) Technical Warfare Center (TWC). The ideal candidate has a strong background in Army and Joint operations, understands JCIDS and PPBE, is familiar with ARCYBER and USCYBERCOM processes, and excels in both CEMA (Cyber-Electromagnetic Activities) and cyberspace operational planning. This position requires the ability to coordinate across ARCYBER staff, Army Staff, Joint Staff, and multiple DoD and U.S. Government organizations while managing complex EW and cyberspace projects.

RESPONSIBILITIES

  • Electronic Warfare (EW) & CEMA Planning
    • Provide subject matter expertise on Cyberspace Electro-Magnetic Activities (CEMA)-related issues in support of ARCYBER and joint operational planning for training, combat, and contingency operations.
    • Support development and execution of CEMA concepts, including Expeditionary Cyber Teams (ECTs) and EW Platoons across the Services.
    • Contribute to assessments of current and projected CEMA solutions (material, manning, training, equipping) and provide recommendations to address shortfalls, validate requirements, and adapt to the evolving operational environment.
  • Operational Planning & Policy Support
    • Provide centralized coordination, analysis, and liaison support between ARCYBER, United States Cyber Command, the Joint Staff, and other key stakeholders for cyberspace and EW operations.
    • Participate in operational planning forums, including Action Officer Working Groups, General Officer Steering Committees, and Executive Boards, representing ARCYBER equities.
    • Provide CEMA-related expertise in support of the TWC, ARCYBER leadership, and the ARCYBER CTO.
    • Address CEMA-related policy, resources, facilities, ranges, and technology issues while coordinating with multiple DoD, interagency, and commercial partners.
  • Technical Warfare Center (TWC) Support
    • Support ARCYBER’s mission to develop concepts, requirements, and capabilities for full-spectrum cyberspace operations (DoDIN, DCO, OCO).
    • Assist with engineering and technical assistance efforts including cloud architecture, Risk Management Framework (RMF), configuration management, network engineering, and information advantage capabilities.
    • Provide input for briefings, information/decision papers, orders (EXORDs), reports, and official correspondence related to ARCYBER/TWC equities.
    • Contribute to the planning and execution of OCO/DCO and DoDIN modernization efforts, ensuring alignment with next-generation ARCYBER capabilities.
  • Collaboration & Strategic Analysis
    • Create shared awareness across complementary domains (cyber, electronic warfare, and space) to inform planning, programming, and policy development.
    • Coordinate with Army, Joint, and interagency partners to align operational planning with national strategy and DoD cyberspace objectives.
    • Facilitate and support high-level meetings, maintaining effective communication across stakeholders.

QUALIFICATIONS:

Minimum Qualifications:

  • Active TS/SCI security clearance.
  • Bachelor’s degree from an accredited college or university.
  • Minimum of 15 years of U.S. DoD experience.
  • Minimum of 4 years supporting cyberspace or CEMA operations at the HQDA, ARCYBER, or Joint level.

Preferred Qualifications:

  • Experience and knowledge of military documentation processes.
  • Familiarity with Joint Capabilities Integration and Development System (JCIDS).
  • Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Familiarity with the roles and functions of ARCYBER, USCYBERCOM, and the TRADOC Cyber Center of Excellence.
  • Familiarity with organizational structures and functions of OSD, Joint Staff, HQDA, Combatant Commands, Army Service Component Commands (ASCCs), and the Combined Arms Command (CAC).
  • Prior experience supporting Electronic Warfare or CEMA initiatives within DoD.
