Job Description
Job Description
Revolutional delivers advanced technology solutions and mission support to federal agencies across civilian, health, and national security environments. We apply modern capabilities, including AI/ML, cloud, cybersecurity, and IT modernization to solve complex challenges, enable faster and more secure operations, and drive measurable mission outcomes.
We are redefining how federal technology gets built and delivered by operating with a product mindset, prioritizing speed, ownership, and execution over bureaucracy.
Chief Innovation Officer
Position Overview
Revolutional LLC is seeking a Chief Innovation Officer (CIO) to lead the company's strategy for adopting and delivering emerging technology across our federal civilian agency customer base. Reporting to the CEO and serving on the executive leadership team, the CIO will build and direct our internal research and development (IRAD) investments, shape technology differentiators used in capture and proposals, and ensure delivery teams have a clear path from pilot to program of record. This is a highly visible role for a leader who can translate deep technical fluency into contract wins and modernization outcomes for civilian agencies such as DHS, USDA, HHS, and VA.
Key Responsibilities
- Set and drive the enterprise technology and innovation roadmap, prioritizing investments in AI and data analytics, cybersecurity, and cloud and infrastructure aligned to federal civilian agency modernization priorities
- Own the Internal Research & Development (IRAD) program: define investment priorities, allocate budget, and measure return in terms of new capabilities and contract wins across civilian agency accounts
- Partner with Business Development and Capture leadership to translate emerging technology and past performance into differentiated proposal solutions aligned to priorities and agency-specific modernization mandates
- Mature an innovation lab / rapid prototyping capability that lets program teams pilot new technology on current civilian agency contracts within compliant, secure environments
- Build relationships with agency innovation and digital service offices, industry partners, and the startup ecosystem to identify technology to pull into the business
- Ensure all innovation initiatives account for FISMA, FedRAMP authorization pathways, Section 508 accessibility, and privacy requirements from the outset
- Champion an innovation culture across the workforce, including internal idea programs, hackathons, and technical training pathways
- Showcase Revolutional at industry days, conferences, and agency technology forums (e.g., ACT-IAC, FCW events) as a thought leader in the federal civilian innovation space
- Report progress and ROI on innovation investment to the CEO, executive team, and board
Qualifications & Experience
- 15+ years of progressive technology or innovation leadership experience, including 5+ years in an executive role supporting federal civilian agency customers
- Demonstrated track record building or scaling an IRAD, R&D, or innovation program with measurable business impact (capability wins, contract growth, agency modernization outcomes)
- Deep familiarity with the federal civilian acquisition landscape, including GSA schedules/GWACs, agency IT modernization funding vehicles (e.g., the Technology Modernization Fund), and how civilian agencies evaluate and adopt new technology
- Strong technical grounding in one or more of: artificial intelligence/machine learning, cloud and DevSecOps, cybersecurity, or citizen-facing digital services, sufficient to credibly engage both engineers and agency customers
- Experience partnering directly with Business Development, Capture, and Proposal teams to shape win strategies
- Bachelor's degree in a technical field required; advanced degree (MS, MBA, or PhD) strongly preferred
- Executive presence and communication skills suited to board reporting, agency engagement, and public/industry speaking
- Prior P&L or budget ownership at the program or business-unit level preferred
Security Clearance & Compliance
- Public Trust clearance (Moderate or High Risk designation) required; specific agency suitability determinations may apply depending on contract assignment
- U.S. citizenship required
- Working knowledge of FAR compliance requirements as they apply to R&D spending, data rights, and technology transfer on civilian agency contracts
- Familiarity with FISMA, FedRAMP authorization processes, and NIST 800-53 controls for systems handling federal civilian agency data
- Working knowledge of Section 508 accessibility requirements and federal privacy regulations (e.g., Privacy Act, PII handling) relevant to citizen-facing digital services
Compensation & Benefits
Base salary range: $225,000–$300,000, plus annual performance bonus and long-term incentive eligibility, commensurate with experience and scope.
Benefits include:
- Medical, dental, and vision coverage
- 401(k) with company match; immediate vesting
- Executive PTO and company holidays
- Life and disability insurance
Work Environment & Location
This role is based at Revolutional's McLean, VA headquarters, with regular travel expected to customer sites, industry events, and agency innovation forums across the DC metro area and nationally. Given the executive nature of the role and the need for close, in-person collaboration with the CEO and leadership team, on-site presence is expected, with flexibility for occasional remote work.
