EXEMPT: This position is responsible for cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities for a project, or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience. Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities. Provides generally non-routine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems. Duties

· Responsible for insuring that all cost and schedule related functions on the project are performed in accordance with procedures and good practice.

· Provides technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel.

· Provide leadership to the planning, scheduling, trending and cost control teams as necessary to meet internal and external customer requirements while adhering to the budget and schedule demands of the project.

· Responsibilities include managing, leading, and providing administrative and technical direction to staff of project controls professionals, interfacing with management, engineering, construction, contracts, and procurement, and driving innovative solutions to cost engineering and planning/scheduling problems with the intent to help execute the project efficiently and effectively.

· Provide timely and accurate analysis and reporting to the Project Manager.

· Provide quality support to project and corporate management with organizational and administrative activities, including non-routine cost engineering/planning and scheduling guidance analysis, and presentations.

· Assist in D&D operations and prime contract administration, and interface with customers.

· Interface with Project Controls functional department for reporting oversight and consistent application of procedures.

· Develop project control plan for the development of work scope definition, preliminary estimates, budgets, plans, schedules, scope change and resource requirements.

· Develop and document control procedures and plan.

· Develop criteria for schedule and oversee development.

· Review and approve deviations to the project plan and schedule.

· Implement and manage change order process.

· Schedule and conduct project meetings with contractor, client and staff.

· Report project status (cost, schedule and resources).

· Perform other duties as assigned.

Requirements:

· Bachelors and/or Masters degree in Engineering or Construction Management.

· 15 years of Project Controls experience.

· 10 years of experience in the Nuclear/D&D/DOE Industry.

· Recent Nuclear/D&D/DOE project controls related experience within the past five years.

· PMP certification strongly desired.

· Prior demonstrated capability to present information and analysis to senior management.

· 5 years of supervisory experience and skills in applying team building leadership.

· A thorough understanding of Prime Contract formation and execution.

· Ability to work independently.

· Skilled in analyzing financial data as it pertains to project management.

· Capability and flexibility to handle multiple tasks in restricted timeframes to support project goals.

· Excellent verbal and written communication skills.

· Must be able to work overtime and adapt to changing work schedules.

· Must be able to pass the ORNL site access requirements and be accepted for badging.

· AACE certification desirable.

· Ability to read and interpret documents such as proposals, engineering change orders, blueprints, and financial and technical reports; ability to communicate clearly and succinctly on a technical level.

· Ability to work with mathematical concepts such as probability and statistical inference; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions; ability to interface with peers and management.

· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.


Working Conditions

Ability to sit and/or stand for extended periods of time. Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Must be able to conduct site walkdowns which may consist of climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces and entering confined spaces. While performing the duties of this job, the employee is exposed to normal office conditions. The noise level in the work environment is usually moderate. May be required to work in the field for short periods of time with exposure to heat, cold, dampness, fumes, dust, noise, or vibrations or exposure to odorous chemicals. Must be capable of wearing PPE and possibly a Respirator.
