POSITION SUMMARY
The Information Technology (IT) Manager ("Position") is a position of the Oregon Association of Hospitals and Health Systems (“OAHHS”) d/b/a Hospital Association of Oregon (“Hospital Association”) and Oregon Healthcare Enterprises, Inc. d/b/a Apprise Health Insights (“Apprise”). The person is concurrently employed by both the Hospital Association and Apprise. The job duties are expected to primarily relate to the position with the Hospital Association.
This is a hybrid position which requires in-person duties in Tigard, Ore. at least two days per week and as needed to meet business needs. This position is open to residents of Oregon or Washington.
The Position is responsible for the administration and optimization of the Company’s technology infrastructure, with a primary focus on the Azure cloud environment. A successful candidate must be technically minded and able to effectively communicate with non-technical groups on advanced IT topics. They must have excellent organizational skills to manage multiple tasks and projects simultaneously.

Primary Responsibilities
Enterprise Management
- Manage external MSP vendors and assess that resources are allocated appropriately.
- Assess and evaluate existing user hardware and provide recommendations for acquisitions or disposals to improve efficiency and security.
- Serve as the primary point of contact for desktop support to enterprise users, ensuring timely resolution of user issues and minimal operational disruption.
- Act as a liaison between staff and external IT consultants to facilitate troubleshooting and problem resolution.
- Collaborate with third-party vendors to resolve technical issues with various systems.
- Develop, implement, and audit technical procedures and documentation standards.
- Track hardware assets, software licenses, networks and endpoint devices throughout their operational lifecycle.
Azure Cloud & Infrastructure Management
- Oversee the configuration and customization of the company’s MS Dynamics CRM to ensure streamlined workflows.
- Administer and manage the Azure environment, including Entra ID (formerly Active Directory), Virtual Machines, Storage Accounts, Networks, Databases, and App Services.
- Evaluate resource utilization and performance metrics, proactively identifying and recommending solutions to resolve bottlenecks within Azure resources.
- Diagnose constraints on Azure resources for utilization and performance.
MINIMUM EDUCATION, SKILLS & EXPERIENCE
- A minimum of five years of experience in IT with three years of healthcare IT is preferred.
- Experience with IT project management with demonstrated experience completing on time and in scope.
- In-depth knowledge of computers and information systems in a Windows server environment.
- Excellent research and analytical abilities.
- Excellent time management skills, ability to work independently, have good communication skills.
- Demonstrated high-quality customer service skills.
- Microsoft Azure IaaS experience
- Demonstrated experience with MS Dynamics CRM
PHYSICAL REQUIREMENTS
- Able to sit for long periods of time.
- Able to communicate clearly by phone, in person, and through remote communication (e.g., Teams)
- Able to travel via car and airplane.
