Title: Manager, Technical Services

Location: Houston, TX (onsite)

Must have experience with with utility companies, renewable energy organizations, or large power industry customers + hands on electrical product experience with protection relays and disturbance recorders

Plus if experience with: SCADA, Automation Systems, RTUs, Merging Units, , Energy Meters, Switchgear, and or/Transformers.

Position Overview
Lead and manage the Technical Services team to deliver high-quality power system studies, protection and control engineering, and technical support for internal and external clients. The Manager, Technical Services is responsible for overseeing numerical relay and recorder testing and commissioning, directing EMTP simulations, load flow and short-circuit studies, ensuring timely delivery of projects, maintaining technical standards, and developing staff capabilities to support safe, reliable, and cost-effective power system operation.

Key Responsibilities

  • Lead, mentor, and manage a multidisciplinary Technical Services team, including assignment of work, performance management, and staff development.
  • Plan, coordinate, and oversee numerical relay and recorder testing, commissioning, configuration, and troubleshooting to ensure protection systems meet requirements and industry standards.
  • Direct and perform advanced EMTP simulations to analyze transient behavior, system stability, and protection coordination for proposed and existing projects.
  • Manage and execute Load Flow (power flow) studies to assess system performance under normal and contingency conditions and recommend operational or design changes.
  • Conduct and supervise Short-Circuit studies to determine fault levels, specify equipment ratings, and verify protection settings.
  • Review, approve, and quality-assure technical deliverables, study reports, protection settings, and commissioning documentation to ensure accuracy and compliance with codes and best practices.
  • Engage with clients, project managers, and stakeholders to define study scope, schedule, deliverables, and technical requirements; communicate results and recommendations clearly.
  • Develop and implement technical standards, procedures, and best practices for protection, control, and system studies; keep team technical knowledge current with industry developments.
  • Coordinate with operations, engineering, procurement, and construction teams to integrate study outcomes into project designs and field activities.
  • Manage project budgets, schedules, and resource allocation to meet contractual commitments and organizational objectives.
  • Ensure health, safety, and regulatory compliance in all technical activities and fieldwork.
  • Support business development by estimating study scope, preparing proposals, and participating in client presentations and technical discussions.

Qualifications

  • Bachelors degree in Electrical Engineering or related discipline; Masters degree or relevant advanced certification preferred.
  • Minimum 7 years of relevant experience in power systems engineering with at least 3 years in a leadership or supervisory role.
  • Proven hands-on experience with numerical relays and recorders, including configuration, testing, commissioning, and fault analysis.
  • Demonstrated expertise in EMTP (Electromagnetic Transients Program) modeling and simulation for protection and transient studies.
  • Strong experience performing Load Flow (power flow) and Short-Circuit studies using industry-standard tools (e.g., PSSE, DIgSILENT PowerFactory, ETAP, SKM) and interpreting results for design and operations.
  • Solid understanding of protection and control principles, relay coordination, breaker duty calculations, and system stability.
  • Excellent technical writing skills with experience preparing study reports, protection philosophies, and commissioning documentation.
  • Strong project management skills with experience managing budgets, schedules, and cross-functional teams.
  • Excellent communication and client-facing skills; ability to explain complex technical concepts to non-technical stakeholders.
  • Professional engineering license (PE) or equivalent is an asset; membership in relevant professional organizations preferred.
