Position Summary:
The Project Monitor II (PM II) will support the Department of Energy (DOE), Office of State and
Community Energy Programs (SCEP), State Energy Program (SEP). Established in the 1970s, SEP
provides funding and technical assistance to 56 grantees, comprising the states, territories, and the District
of Columbia, to enhance energy security, advance state-led energy initiatives, and increase energy
affordability. SEP delivers this support through formula grants, competitive grants, and technical
assistance, with each State Energy Office determining how to allocate funds across eligible activities to
meet its own energy priorities.
The Project Monitor II will support the SEP federal teams by providing technical expertise and execution
for the full grant lifecycle and other programmatic support.
Specific requirements and responsibilities include:
- Monitor a portfolio of SEP formula and competitive awards to ensure work scope, schedule, and budget are well defined and maintained.
- Perform advanced technical evaluations of recipient activities, identify corrective actions as needed, and recommend refined project requirements.
- Coordinate with applicable stakeholders and ensure all necessary reviews and approvals are received.
- Review State Energy Plans, annual plans, and plan revisions for consistency with program requirements and approved scopes of work.
- Review recipient progress reports, performance metrics, and deliverables, and communicate assessments to federal staff.
- Evaluate recipient requests for budget and scope revisions and advise federal staff on appropriate action.
- Provide regulatory compliance support and apply DOE-specific policies, functional requirements, and procedures to recipient activities.
- Provide document review and evaluation, document preparation support, program evaluation support, and meeting support.
- Prepare briefings, presentations, and decision memos for the SEP federal team.
- Conduct performance and project analysis during project phase-down to benefit future SEP activities.
- Maintain accurate and timely records in DOE systems.
Requirements:
Minimum Required Qualifications:
- Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelors degree.
- Minimum of six (6) years of relevant experience. A Masters degree may substitute for two (2) years.
- Demonstrated experience in supporting the Federal Government.
- Working knowledge of policies, functional requirements, and regulatory compliance requirements applicable to federal financial assistance.
- Demonstrated capability in briefing and presentation support, document review and evaluation, program evaluation support, document preparation support, and meeting support.
- Technical knowledge of the energy efficiency and renewable energy activity types funded under SEP, including the ability to evaluate projected energy and cost savings.
- Experience working with State Energy Offices, State governments, or comparable public-sector energy programs.
Preferred Qualifications:
- Masters degree in engineering, business administration, environmental sciences, or a related discipline.
- Experience managing DOE grants.
- Experience supporting the State Energy Program.
- Experience supporting SCEP and/or the Department of Energy.
- Familiarity with the Energy Policy and Conservation Act (EPCA) and the SEP regulations at 10 CFR Part 420.
- Experience with state energy planning, energy security and emergency preparedness planning, or energy assurance.
- Familiarity with 2 CFR 200 and 2 CFR 910.
- PMP certification.
- Familiarity with DOE systems.
