Position Summary: The FSO will provide expertise, guidance, and advice to executive management as required, concerning all security administrative functions in support of compliance security. The FSO will also need to coordinate with internal corporate managers, program managers, customers, and other government representatives on security issues or actions required.
Experience Requirements:
- Responsible for interacting with Defense Counterintelligence and Security Agency (DCSA) industrial security representatives and DoD sponsors on annual assessments, inspections, reviews, investigations, and other reportable issues and will ensure the following actions are performed by National Industrial Security Program Operating Manual (NISPOM) and other applicable government requirements.
- Fully comprehend and manage Access Control policies and procedures for multiple levels of classified meeting management and facilities to include verification of PCL, need, and access authorizations keeping with DD 254 relationships and national policy.
- Coordinates and provides management oversight for all Personnel Security actions, both DoD collateral and DoD SCI actions, regarding contract personnel support, and subcontract personnel associated with various contracts.
- Expert in the completion and submission of SF86s, pre-screening questionnaires, SCI nomination letters, and Special Access Program nomination forms.
- Assist the Director of Operations on the development of Corporate Standard Operating Procedures.
- Investigate security violations and prepare incident reports for DSS and government customers to include preventative actions.
- Coordinates and provides management oversight for a Physical Security program of a multi-classification level (IDS, ACS, PDS).
- Initiate and maintain Security Officer duties about the company and DHS background investigations.
- Manages and safeguards all COMSEC (classified and unclassified) by issuing agency regulations.
- Provide initial security indoctrination briefings, debriefings, annual refresher briefings, and courier briefings.
- Understand contracts, statements of work, and task orders to determine security requirements.
- Manage multiple and competing requirements with efficiency, attention to prioritization, detail orientation, and execution.
- Coordinates and provides management oversight for a multi-classification level Classified Material Control program.
- Interpret and implement the security guidelines of Prime DD254.
- Familiar with the drafting and processing of Subcontractor DD254s
- Conducts COMSEC inspections to ensure compliance.
- Assist IT in gaining and maintaining CMMC certification.
- Weekend operation support as needed.
- After-hours alarm response.

Education and Work Requirements:
- Five years of experience in the administration and management of Department of Defense security programs that involve physical security and information systems that process classified information.
- Knowledge of DCSA regulations and procedures.
- Proficient with Microsoft Office to include Outlook, Word, Excel, and PowerPoint.
- Security experience DoD Secret, TS, and TS/SCI clearances.
- Must have a current final TS clearance.
- FSO SPeD certification preferred.
Supervisory Responsibility: This position has no supervisory responsibilities.
Conditions of Employment:

- This position requires a National Agency Check with Inquiries (NACI).
Clearance Required:
- Top Secret
Location: Onsite El Paso TX
Travel: 10% required
Physical and Technical Environment:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 40 pounds at a time.
- Must be able to travel to offsite assignments.
Position Type and Expected Hours of Work:
- This is a full-time position, Monday through Friday.
- Occasional evening and weekend work may be required as job duties demand.
