Security Guard Position Overview
Personnel employed at a MARSEC-regulated Bulk Marine Terminal Facility play a critical role in maintaining the safety, security, and operational integrity of maritime infrastructure. Employees must comply with all applicable Maritime Transportation Security Act (MTSA) regulations, 33 CFR Part 105, facility security plans, and terminal operating procedures.
All personnel are expected to support the facility’s security posture, respond appropriately to MARSEC level changes, and ensure the safe and secure execution of bulk cargo and maintenance operations.
Security & MARSEC Compliance Requirements
All facility personnel must:
- Comply with the Facility Security Plan (FSP) at all times
- Understand and follow procedures for MARSEC Levels 1, 2, and 3
- Participate in required security training, drills, and exercises
- Report security incidents, suspicious activity, and access control violations immediately
- Properly display and safeguard identification and access credentials
- Support access control, escorting, and perimeter security as assigned
- Follow chain-of-command reporting protocols during security events
Fire Watch Responsibilities
Personnel assigned to Fire Watch duties must:
- Maintain continuous observation during hot work operations (welding, cutting, grinding, burning)
- Monitor work areas for sparks, heat transfer, smoldering materials, and fire hazards
- Be knowledgeable in the use of fire extinguishers and fire suppression equipment
- Ensure hot work permits are properly issued, posted, and followed
- Maintain clear communication with supervisors and emergency response personnel
- Remain on station for required post-work monitoring periods
- Immediately initiate emergency response procedures in the event of fire or unsafe conditions
Fire Watch personnel must not leave their assigned area unless properly relieved.
General Eligibility Requirements
All applicants must meet the following minimum qualifications:
- Must be 18 years of age or older
- Legally authorized to work in the applicable jurisdiction
- Ability to pass a background check, including security vetting as required by MTSA
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC)
- Ability to comply with drug and alcohol testing programs
- Willingness to work rotating shifts, nights, weekends, and holidays
- Ability to read, write, and communicate effectively
- Physical ability to safely perform job duties in a marine industrial environment
Working at Heights & Ladder Climbing Requirements
Employees may be required to work at elevations up to 125 feet, including ship loaders, conveyors, silos, towers, gantries, platforms, and vessels.
Personnel must be able to:
- Climb fixed and portable ladders, including vertical ladders with cages or ladder safety systems
- Safely ascend and descend ladders while maintaining three points of contact
- Transition safely between ladders, platforms, and elevated work areas
- Carry tools and equipment using approved methods while climbing
- Work comfortably and safely at heights
- Comply with all fall protection and ladder safety policies
- Properly use, inspect, and secure personal fall arrest systems (PFAS), harnesses, lanyards, and anchor points
- Safely work from ladders, scaffolding, stairs, and elevated structures
- Maintain awareness of personnel and equipment below to prevent dropped objects
Safety Requirements
Employees must adhere to all facility safety policies, including:
- Use of required Personal Protective Equipment (PPE)
- Compliance with OSHA, terminal, port authority, and facility safety regulations
- Participation in safety meetings and training
- Ability to recognize and mitigate hazards in a marine/industrial environment
- Immediate reporting of injuries, near misses, unsafe conditions, or fire hazards
Physical & Environmental Requirements
Work at a bulk terminal may involve:
- Exposure to outdoor weather conditions
- Working near heavy machinery, vessels, and moving equipment
- Standing, walking, climbing stairs and climbing ladders for extended periods
- Working at heights up to 125 feet
- Working near or over water
- Lifting, carrying, or moving objects within job-specific limits
- Extended periods of alert observation (Fire Watch assignments)

Training & Certification Requirements
Employees may be required to complete and maintain:
- Facility Security Training (initial and recurrent)
- MARSEC and MTSA awareness training
- Fire Watch and hot work safety training
- Fall protection, ladder safety, and working-at-heights training
- Safety and emergency response training
- Equipment-specific or role-specific certifications
- Incident reporting and access control training
Conduct & Professional Standards
All personnel must:
- Maintain a professional demeanor at all times
- Follow facility policies, procedures, and codes of conduct
- Respect confidentiality of security-sensitive information
- Cooperate with facility management, security personnel, and regulatory authorities
- Avoid actions that could compromise facility security, safety, or emergency readiness
