Plexos Group LLC is seeking a qualified MHU Specialist to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The MHU Specialist is responsible for coordinating all aspects of Manufactured Housing Unit (MHU) activities within the New Mexico Home Recovery Program (HRP), which provides housing rehabilitation, reconstruction, and new construction for eligible households affected by 2024 natural disasters in New Mexico.
This role oversees the assignment, installation, inspection, and closeout of MHUs provided to eligible applicants. The MHU Specialist ensures that all work complies with federal, state, and local requirements, including CDBG-DR regulations, building codes, and program guidelines. The Specialist serves as a liaison between applicants, contractors, inspectors, and program staff to ensure families receive safe, durable, and code-compliant permanent housing solutions.
Location: Candidates must be local to the State of New Mexico or be willing to deploy 75% of the time (6 weeks on, 2 weeks off) to New Mexico.
RESPONSIBILITIES
· Coordinate the assignment, delivery, installation, and final acceptance of MHUs for eligible program participants.
· Conduct or facilitate site assessments to verify property ownership, site readiness, and infrastructure suitability for MHU placement.
· Monitor contractor performance to ensure units are installed according to contractual obligations, HUD guidelines, and state/local building codes.
· Oversee inspections throughout the installation process to confirm compliance with safety, quality, and permanent housing standards.
· Conduct regular site visits to monitor progress, verify quality of workmanship, and ensure compliance with state and local building codes, HUD standards, and program policies.
· Track MHU inventory, delivery schedules, site work, and project milestones in program systems.
· Provide applicants with clear communication regarding program requirements, construction timelines, and expectations for occupancy.
· Document all activities, inspections, and applicant interactions in the case management system in accordance with HUD, CDBG-DR, and program policies.
· Identify and resolve deficiencies or compliance issues related to installation, site work, or unit quality.
· Interface with assigned Disaster Case Managers or applicants directly when necessary to:
o Provide regular updates on construction timelines, progress, and expectations
o Resolve applicant concerns/complaints
o Assist applicants with warranty claim filing
· Verify warranty claims are processed timely by contractors.
· Escalate applicant concerns/complaints to Construction Coordinator as needed.
· Support program audits, monitoring, and reporting by maintaining complete and accurate records.
· Stay current on program requirements, HUD guidance, and applicable building regulations.
MINIMUM QUALIFICATIONS
· High school diploma or equivalent required.
· 2-4 years of experience in housing programs, construction coordination, site development, or disaster recovery housing operations.
· Proficiency with Microsoft Office Suite.
Preferred:
· Associate or bachelor's degree in construction, management, housing, public administration, or related field.
· Experience with HUD-funded programs, MHUs, or federally funded housing/community development projects strongly preferred.
· Bilingual in English and Spanish strongly preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of manufactured housing standards, site preparation, utility connections, and permanent installation practices.
· Familiarity with federal housing regulations, HUD CDBG-DR requirements, and state/local building codes.
· Strong organizational and project management skills.
· Excellent communication and customer service abilities, with sensitivity to disaster-impacted populations.
· Ability to travel as needed to applicant properties, vendor locations, and inspection sites within the program area.
· Ability to adhere to all program safety requirements and confidentiality protocols.
