Purpose
This profile defines the ideal electronic-security teaming partner for the Building 1623 pursuit. SandTech's demonstrated past performance is secure-space cabling and IDS installation (Medina Annex SCIF/IDS; IRS alarm cabling). Panel programming, Hirsch/HID access-control integration, manufacturer-certified maintenance, and UL 2050 monitoring are the capabilities most efficiently sourced through a certified integrator partner. The right partner de-risks the technical scope while SandTech leads as prime — providing the cleared local workforce, program management, security posture, and customer relationship.
Must-Have Criteria
- Manufacturer certification on DMP and Hirsch/HID — able to program, integrate, and warranty the named installed base.
- Clearable personnel — technicians eligible for SECRET, adjudicated before award, consistent with 688 CW/SO direction.
- Licensed Texas security systems company in good standing (DPS/PSB).
- Demonstrated ICD 705 / secure-facility installation experience.
- Response capability within the SLA tiers — able to meet the 4-hour ICD 705 / 24-hour DoDM response standards locally.
Strongly Preferred
- UL 2050-listed monitoring station operation, or an established partnership with one (directly addresses the contractor-operated monitoring requirement).
- NICET-certified technicians (Electronic Security Systems).
- San Antonio / JBSA-Lackland local presence and prior DoD/federal facility work.
- Small business (enables SDVOSB prime / small-business subcontracting alignment); willing to support SandTech's prime position.
- Existing relationships or maintenance history with the in-place Building 1623 systems.
Fit With SandTech's Prime Position
SandTech leads as prime and self-performs the cabling/IDS installation, program management, the cleared armed security force, and the customer/Government interface. The integrator partner supplies certified panel programming, Hirsch/HID integration, and warranty-backed maintenance. This division plays to each party's proven strengths and preserves SandTech's claim-to-proof discipline — SandTech claims what it has demonstrably done, and the partner is credentialed for the specialized integration scope.

The self-perform vs. teaming split is still open pending the site survey (device counts, legacy repair-vs-replace) and Government confirmation on the monitoring model. Validate OCI posture: SandTech's 688 CW CSS prime position should be checked against any objectivity concern before finalizing a partner on the same wing. Confirm small-business subcontracting goals and the set-aside path with the Port of San Antonio contracting office.
