Job Description
The City is recruiting a Maintenance Supervisor in the Parks Department. This position is under the direction of the Parks Superintendent, and performs entry level professional work utilizing techniques which require understanding of involved practices, principles and/or theory for mastery of landscape maintenance, maintenance of Saratoga Springs City parks, streetscapes, park facilities and other Saratoga Springs City property. This employee also functions as one of the City's principal "on-call" employees for after-hour emergencies related to the area of responsibility and for snow plowing.
Works under the specific direction of the Parks Superintendent and the general direction of the Public Works Director. All employees are also under the general supervision of the City Manager.
Job Responsibilities
- Provides front-line supervision to temporary, seasonal, part-time, and full-time maintenance workers - parks while in training or on a project-by-project basis
- Prioritizes and schedules work, and then monitors work progress and employee performance for accuracy and effectiveness
- Direct and/or perform all aspects of turf management, mowing, line trimming, edging, aerating, fertilizing, herbicide spraying, overseeding, and sod replacement using a variety of application equipment and techniques
- Direct and/or provide care and maintenance of trees, shrubs, and flowers (i.e. planting and proper pruning), installation and repair of irrigation systems, and scheduling and monitoring irrigation systems on city property
- Direct and/or inspect City parks, playgrounds, and facilities to identify special maintenance and care needs
- Direct and/or remove graffiti and perform repairs caused by vandalism of City property
- Coordinate work activities with other City departments, representatives of local, state, and federal agencies, citizens, and equipment and service suppliers.
- Maintain excellent public relations by assuring that public/and internal inquiries are answered in a courteous manner and that complaints are responded to promptly. Where appropriate, refer inquiries to the Parks Superintendent
- Operates a variety of types of small and light equipment; performs routine and regular maintenance on equipment to assure efficiency and safety. Directs and trains laborers in equipment usage
- Operates various types of heavy equipment such as front-end loader, backhoe, utility trailers, bobtail dump truck, etc.
- Makes recommendations to the Assistant Public Works Director for the purchasing of all major equipment.
- Oversees all snow plowing of City Parks, including clearing snow off park sidewalks, and other City walkways, and assists the Maintenance Supervisor – Streets with the snow plowing operations of the public works department, including scheduling of all snow plowing shifts and clearing City streets and facilities.
- Direct and/or perform repair and maintenance of equipment, vehicles, and tools. Participate with Parks Superintendent in long-range planning and establishing priorities for facilities, maintenance, repairs, and improvements
- Stay informed on changing products and technology and make recommendations to the Parks Superintendent
- As required, prepare labor, material, time, and equipment estimates for new or modified facilities
- May assist with the preparation of the Public Works – Parks budget
- Perform other duties as assigned
Qualifications
Education & Experience
- Graduation from an accredited college with an Associate's degree in Park & Resource Management or a related field
- A minimum of eight (8) years of previous experience in parks maintenance, landscaping, or related field, a minimum of two (2) years of previous experience as a crew lead or supervisor
- OR a combination of education and experience may be considered.
Certifications
- Must possess a valid Utah Commercial Driver license (CDL) class A Driver's License, with a Tanker endorsement.
- Certified Utah Non-Commercial Pesticide Applicators License category # 3 Ornamental turf
- Confined Space Training
- CPR/First Aid Certification
- Qualified Water Efficient Landscaper (QWEL) or Certified Irrigation Water Auditor (CLIA)
- Roller/loader/backhoe (basic skills)
- Irrigation Central Control and Troubleshooting
- Certified Playground Safety Inspector (CPSI)
At least four (4) of the following:
- Certified Landscape Irrigation Auditor (CLIA)
- Certified Irrigation Contractor (CIC)
- Certified Irrigation Water Manager (CIWM)
- Certified Arborist (ISA)
- Water Distribution II
- Certified Sports field Manager (CSFM)
- Utah Backflow Technician II Tester
At least four (4) of the following:
- Flagger Certification
- Heavy Equipment Operator
- Proper Wiring and grounding of irrigation systems and controllers
- Proper Products and Techniques for Solvent Welding PVC
- Vertebrate endorsement for the Pesticide Applicators license
- Registered Stormwater Inspector
- Fall Protection Safety Training
- Lift Operator
- Insecticide Endorsement for the Pesticide Applicators License
- Utah Backflow Technician I inspector
Knowledge, Skills and Abilities
- Demonstrate the ability to follow City policies and procedures
- Detailed understanding of the principles and practices of park maintenance
- Thorough knowledge of modern landscape maintenance and care methods
- Must have a thorough knowledge of work hazards, safety procedures, and public safety matters
- Ability to direct and work with park employees, as well as work with other City staff
- Develop and maintain effective working relationships with others (i.e. employees, volunteers, and the general public)
- Must have excellent communication skills (both written and oral) to direct employees, coordinate with other departments, answer public inquiries, and enforce City facilities rules
- Receive, deliver, and explain oral and written instructions. Communicate with others and assimilate and understand information in a manner consistent with the essential job functions
- Be approachable by the public, other City staff, elected officials, and appointed officials, must be able to communicate effectively with the public under potentially adverse circumstances, and to work well with others
- Writing ability to write correspondence, memos to employees, and schedules
- Must have the ability to plan, schedule, and review the work and performance of others in a manner conducive to proficient performance and high morale
- Assist in establishing an effective working relationships including an atmosphere of trust, mutual respect, and cooperation

- Prioritize a complex set of work objectives, maintain several concurrent projects and responsibilities
- Utilize computers and other electronic devices in accomplishing tasks, ability to maintain records and task lists, and monitor messages while doing other work throughout the day
- Work in both an office environment, as well as outside in the field
- Interpret plans and specifications. Physical strength and ability to perform moderate to heavy manual labor for extended periods under dirty and uncomfortable conditions and in all types of weather, as necessary
- Use all tools and operate all equipment properly and safely, necessary to perform the work of the position
- Concentrate on the completion of assigned tasks accurately, and accomplish the completion of duties in a timely manner
- Take initiative and apply considerable ingenuity and practical knowledge to interpret and resolve new, unusual, or particularly troublesome situations
- Reading ability to read and interpret technical journals, manuals and other materials pertaining to facility maintenance, equipment, systems and repair
- Work independently to complete daily activities according to the work schedule
- Flexibility to be available for emergency call-outs during off time
- Enthusiastic, driven, hard-working, and approachable by citizens, staff and council

Compensation and Benefits
Wage Range:
Full wage range is as follows, please note hiring will normally occur at the minimum of the range and will not exceed the midpoint.Minimum - $29.72/hr.
Midpoint - $35.66/hr.
Maximum - $41.60/hr.

The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City's Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan.
Leave time benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, and 11 holidays annually.
